LAWRENCE ALAN HEISLER [#110657], 55, of Agoura Hills was disbarred Sept. 16, 2007, and was ordered to make restitution and comply with rule 9.20.
In a default proceeding, the State Bar Court found that Heisler committed five acts of misconduct.

He was not entitled to practice for almost five months during 2005 as a result of failing to pay bar fees and discipline costs. During that time, he was required to comply with rule 955 of the California Rules of Court (since renumbered as rule 9.20) by notifying his clients, opposing counsel and other parties of his suspension and submitting a compliance declaration to that effect to the bar court.

He filed a false declaration and a quarterly probation report stating that he had complied with the rules and the State Bar Act. In fact, he represented the defendants in a civil case, appearing at a case management conference on their behalf, without notifying them that he was suspended. He also appeared at a mediation and a post-mediation status conference and sent a settlement offer to opposing counsel.

The bar court found that he engaged in the unauthorized practice of law, committed acts of moral turpitude, did not keep his clients informed of significant developments in his case and did not cooperate with the bar’s investigation.
Heisler also did not complete ethics school, provide three quarterly probation reports or make restitution to two clients.
Heisler was disciplined in 2004 for failing to return a client file or cooperate with the bar’s investigation and in 2005 for failing to perform legal services competently or return unearned fees, improperly withdrawing from employment and the unauthorized practice of law.
